À propos de Bastien

Every organisation runs on knowledge that is written down nowhere: in the heads of experienced people, in undocumented processes, in decisions whose logic everyone has forgotten. When those people leave, that knowledge leaves with them.

AI is making this problem sharper, not softer. As routine work shifts to machines, the traditional transmission chain (juniors learning by osmosis from seniors) is being cut. Organisations risk ending up with capable systems and total amnesia about the expertise that made them work.

I help public institutions and companies prevent that loss, along one complete chain:

1. Surface: locate where critical knowledge lives; expert interviews, documentary audits, mapping of data flows and key-person dependencies.

2. Structure: formalise it without flattening it; reference frameworks, data standards, process maps, technical specifications.

3. Transmit: make it durable and exploitable, by teams and by AI systems alike (corpus preparation, pipelines, RAG).

Typical outcomes:
- Two centuries of handwritten records made searchable, replacing years of manual processing (national administration, ~€100k AI programme).
- Post-merger execution capacity restored; revenues up the following year (public institution, ~25 staff).
- Critical know-how of a department facing mass retirements captured and structured; now powering LLM-based process automation and the fast onboarding of external providers.

Method: I am trained as a historian (PhD) and digital humanist (MSc); reconstructing systems of knowledge from scattered, imperfect traces is the core of my discipline. I combine it with hands-on data practice (Linux, Bash, Python, SQL pipelines).

From strategy down to the written records and command line, I help you bring your knowledge further.

=> Delivered a €100k AI programme on time for a national administration; follow-on contracted.

Delivered cross-functional innovation and heritage-data projects for public institutions and private clients, combining AI, GIS, and end-to-end project delivery.
    - AI and Digital Innovation: Led the €100k UrbIA PoC (Land Registry Administration + Ministry for Digitalisation of Luxembourg): drafted the winning tender, built a cross-disciplinary team (historians + data scientists), and managed delivery of AI models for automated transcription of 19th-20th-century cadastral records; produced stakeholder-ready reports bridging domain context and technical outputs.
    - GIS and Data Integration: Designed municipal heritage maps (Geoportail / INSPIRE alignment); ran IS/data audits, built semi-automated mapping workflows, and merged cultural + spatial datasets to improve access, consistency, and reuse.
    - Project and Stakeholder Management: Coordinated multi-teams (authors, designers, proofreaders, scenographers) across heritage programmes (OKAJU, INPA, Schengen Museum); managed tendering, content production, translation workflows, and stakeholder alignment from brief to delivery.
    - Research-to-Deliverables: Produced archival research, iconography sourcing, and multilingual content packaged into usable outputs (exhibition materials, publications, briefs) for non-specialist audiences.

=> Restored execution capacity and grew revenues after a difficult multi-entity merger.

Lead the professional management of multiple State-owned heritage sites under the supervision of a national board, balancing public mission with operational performance.
    - People leadership: Manage a team of ~12 employees plus ~12 freelancers/contractors; ensure delivery across sites and seasons.
    - Change management: Led post-merger stabilisation after the fusion of multiple associations, addressing tensions, rebuilding alignment, and restoring execution capacity.
    - Organisational redesign: Reorganised the administrative structure and deployed an operating strategy (processes, responsibilities, governance rhythms) to professionalise management.
    - Budget ownership: Own an annual operating budget of ~€500k, aligning spend with priorities and strengthening financial discipline.
    - Revenue growth: Increased revenues from visits and on-site sales vs. through improved programming, visitor experience focus, and commercial execution.
    - Marketing and growth (in deployment): Currently coordinating a new, conversion-optimised website and scaling a consistent social media presence, alongside print campaigns within a broader plan to grow reach and gain market share across visitor segments.
    - Brand and communications: Oversee communications and brand positioning to raise visibility and strengthen public awareness of Luxembourg’s heritage.
